Primorsko-goranska County comprises 14
towns and 21 municipality
with 536 settlements within towns
and municipalities.
A town is a unit of local government
with the seat of the County’s bodies and
it represents a natural, urban, economic and social
unit. Extraordinarily, a town can comprise suburban
settlements, which are naturally connected with
the town centre. A town is each settlement with
more than 10 000 inhabitants but, due to specific
needs and reasons, even a smaller settlement can
be declared by law a town. A town has a Council
and a Government headed respectively by the President
of the Council and the Mayor.
A municipality is a unit of local
government founded to comprise more settlements
which form a natural, economic and social unit
connected by mutual interests of its residents.
The municipality has a Council and a Government
headed by the President of the Council and the
