Primorsko-Goranska County is
a unit of local (regional) government of all citizens
residing on the territory of the City of Rijeka,
the following 14 towns: Bakar, Cres, Crikvenica,
Cabar, Delnice, Kastav, Kraljevica, Krk, Mali
Losinj, Novi Vinodolski, Opatija, Rab, and Vrbovsko,
as well as the following 21 municipalities: Baska,
Brod Moravice, Cavle, Dobrinj, Fuzine, Jelenje,
Klana, Kostrena, Lokve, Lovran, Malinska–Dubašnica,
Matulji, Mošcenicka Draga, Mrkopalj, Omišalj,
Punat, Ravna Gora, Skrad, Vinodolska, Viskovo
and Vrbnik.
The County Assembly is the representative
body of the citizens of Primorsko-Goranska County
and the body of local (regional) government, which
passes enactments within the framework of its
jurisdiction and performs other duties in accordance
with the Law and the Statute of the County. The
Assembly comprises 42 members. The mandate of
the members of the Assembly elected in regular
elections on May 20, 2001 lasts for four years.
The Assembly has a president and two vice-presidents,
as well as 13 committees operating as permanent
task forces. The Constituting Session of the County
Assembly was held on July 5, 2001.
The executive bodies of the County include the
President and the Government.
The president is elected by the Assembly from
among its own members while his or her duty is
to represent the County. The president supervises
the legality of the work of the administrative
bodies and instructs them on their work. There
are two deputy presidents.
The Government comprises 13
members. The president and vice-presidents also
serve as president and vice-presidents of the
Government. The members of the Government are
elected for a four-year term by the Assembly,
as a rule from among the members of the Assembly
and upon recommendation by the president.
County Departments are constituted
for the purpose of carrying out the work within
the framework of the county jurisdiction. The
departments are managed by department heads who
are appointed by the Government based on a public
call for applications and the recommendation by
the president.
The County exercises independence in decisions
on matters of local (regional) importance, particularly
with reference to matters related to education,
healthcare, town and country planning, zoning,
economic development, traffic and traffic infrastructure,
as well as the planning and development of a network
of educational, healthcare, welfare and cultural
institutions.
The County acts on the harmonization of interest
and undertakes activities toward the achievement
of even economic and social development of the
towns and municipalities on the territory of the
County, as well as the County as a whole. The
County pays special attention to preserving and
safeguarding the tradition and other values of
the littoral area of Primorje, the Kvarner islands,
and the mountainous region of Gorski Kotar.
The
Region's arms is a German style shield divided
into a base and two quarterings in the chief. In
the first quartering (sinister, chief) there are
twenty gules and silver squares, starting in the
left corner with a gules square.
In the second quartering (dexter, chief) there
is a silver, fortified town against a background
of vert mountains with snowy tops and azure skies.
It is all topped by a crossed golden sabre and
silver mace.
In the third (base) quartering, which is of azur
colour, there is a brown sailing ship with raised
white sails and with the Croatian flag raised on
its stern mast. Above the ship there is the six-point

The
Region's flag is bicolour with the Region's
arms in the centre, so that the heart of the shield
corresponds with the central point of the flag's
diagonals. On the flag's blue field, from the upper
and lower side, 1/16 of the flag's width apart,
there is a white stripe, which is wide 1/16 of
the flag's width. The proportion between the flag's
width and length is 1:2.
